The focus of this course is on how the South African Constitution, as well as the Public Finance Management Act, govern government budgeting, procurement, supply chain and service delivery.

This course is aimed at individuals working in various National and Provincial Government departments as well as people in State-Owned Enterprises that require knowledge of the Public Finance Management Act (PFMA), National Treasury prescripts and statutory requirements for Supply Chain Management.

Every year the Auditor General releases audit reports related to local government as well as departments within provincial and national government that have not adhered to the regulations regarding the spending of financial resources as prescribed by the FPMA. There is thus a gap in the understanding of the PFMA. Having knowledge and competent government officials that work within the framework of the FPMA will decrease the wastage of government funds and hopefully also decrease corruption of government funds.

The course provides students with a good overview of the Public Finance Management Act. The course includes the important aspects of public procurement and supply chain management. Finally, the course explains the budgeting process, which is key to service delivery and programme management and execution.
